The BJP led United Legislature Party (ULP), formed jointly by the elected Members of the Chakma Autonomous District Council belonging to the BJP and the Congress, formally took charge on 4th May with the swearing-in of its leader Shanti Jiban Chakma as the new Chief Executive Member. Shanti Jiban Chakma has won from the 3-Chhotapansury MDC Constituency with BJP ticket.
The swearing-in ceremony was conducted by the Deputy Commissioner, Lawngtlai Pu. N. Chakkai who administered the oath of office and secrecy. Earlier, in the morning all the 19 newly elected MDCs were also administered oath in a programme arranged in the CADC Art & Culture Hall, Kamalanagar.
The general election to the 10th CADC which was held on 20th April had produced a fractured mandate with MNF party bagging 8 seats, INC party 6 seats and BJP 5 seats out of a total 20 seats with election to one withheld. This has necessitated for a coalition between the MDCs of INC and BJP.
“Shanti Jiban Chakma in his official address as CEM, CADC hailed a new chapter in the history of CADC with BJP forming the government for the first time with the support of the Congress and pledged for a new CADC. He stated that the election manifesto of the BJP shall remain the blueprint of their governance”, a release by the CADC government said.
While referring to the manifesto he stressed that the bureaucrats are paramount in the delivery of governance and therefore, he said, his government will ensure recruitment of Group A & B officers through proper process free of interference due to favouritism and nepotism so that the administration of CADC is run by the best of the best minds. He further stated that an independent recruitment board will be constituted to give shape to their promise.
He also lamented the CADC lagging behind in education with the poorest record of literacy rate in the whole of Mizoram. While emphasizing the power of education in the progress and development of a society he said, “Nothing can be as important as education for any society for its stride forward. Education of our next generation has to be treated as foundation of our future. No resource is as powerful as that of the human resource. It is education which can ensure to create human resource.”
Deplorable road connectivity within CADC hinders smooth delivery of governance, he said, “and it shall be our endevour to connect every village with PMGSY road and border roads.”
He pledged for a corruption free government and said that his government will work with the moto of the BJP – Sab Ka Sath, Sab Ka Vikas.
Hiranand Tongchangya, Sanjeev Chakma, Anil Kanti Chakma and Kusum Lota Chakma of the BJP and Bubon Kumar Chakma, Onish Moy Chakma and Mohan Chakma of the Congress party were named and announced by the new CEM to be included in his Executive. Committee.
